From 2004 to 2006, the center was led by Hamroyev Rustam Rasulovich. Between 2007 and 2019, its director was Umurov Fahriddin Hotamovich. From 2019 to 2020, the center operated under the leadership of Jalolov Tursunbek Sadriddinovich. Between 2020 and 2024, Zairov Maqsud Islomovich served as director. In 2024, Farmonov Sunnatullo Shokirovich became the head of the center.

CHARTER OF THE CENTER FOR DIGITAL EDUCATIONAL TECHNOLOGIES
The Institute’s Information Technology Center functions according to the Presidential Decree of the Republic of Uzbekistan “On measures to further improve the field of Information Technology and communications,” issued on February 19, 2018 (PF-5349), and the order of the Prime Minister of the Republic of Uzbekistan No. 08/1-580 from February 2018.
The center is a structural division of the Institute and is responsible for introducing information and communication technologies into the educational environment. Its work is carried out according to the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Supreme Assembly, presidential decrees, decisions of the Cabinet of Ministers, and other regulatory documents. The center directly reports to the vice-rector responsible for ICT implementation.
Main Functions of the Center
- Provide timely notification to the Institute leadership about emerging information security risks and offer consulting on information protection.
- Organize and supervise management activities of the national “e-education” network.
- Monitor the proper functioning of all computer programs used at the Institute.
- Develop new digital content to enrich the educational process with interactive and innovative materials and integrate them effectively.
- Introduce specialized cybersecurity programs.
- Research, test, and implement new educational technologies.
- Make proposals to the Institute leadership to increase computer equipment with modern systems.
- Monitor internet and email services, ensuring timely distribution of news and updates.
- Lead all e-learning activities and maintain relationships with domestic and foreign educational institutions for e-learning development.
- Protect stored and transmitted information from unauthorized access, modification, falsification, or loss.
- Identify internal and external threats to information security.
- Ensure accuracy and modernity of information transmission.
- Prevent unauthorized modification of software tools and protect against data loss.
- Grant access to hardware, software, and information resources only to registered users.
- Maintain and periodically analyze business journals to ensure proper user behavior and network service usage.
Functions for Implementing Assigned Tasks
a) ICT implementation, development, and information security
- Implement measures to eliminate and prevent malfunctions, errors, and defects in digital products created or managed by the center.
- Provide recommendations for effective use of digital technologies in the learning process.
- Determine the need for computer laboratories and devices, assign responsible persons, and ensure effective usage.
- Install and update digital products in relevant structural units.
- Organize educational, methodological, and practical seminars about ICT implementation.
- Integrate VR, AR, and other interactive technologies into the educational process.
- Regularly organize training courses on digital educational technologies for teachers and students.
- Conduct security audits to ensure information safety, address new threats, and explain new security rules to users.
b) Ensuring effective use of internet and network performance
- Ensure continuous operation of existing network devices (servers, switches) and provide necessary software services.
- Control computer performance within the local network.
- Monitor uninterrupted functioning of video surveillance systems.
- Recommend internet provider contract arrangements to the Institute’s management.
- Ensure effective internet usage for employees and students.
- Monitor continuous internet availability and take measures to reduce risks through firewall and technical tools.
d) Improving the official website, email service, and interactive platforms
- Provide and monitor official email services for staff.
- Improve digital products and the Institute’s official website, ensuring timely placement of materials from the Information Service.
- Maintain constant operation and updates of interactive services on the website.
e) Integrating information systems, automating the educational process, and updating electronic resources
- Develop and improve programs for automating the educational process and control their effective use.
- Connect to global informational, legal, and educational resources and ensure regular updates.
- Ensure timely updating of digital products and special programs relevant to the Institute.
- Oversee effective use of the electronic document exchange system.
- Create and monitor an e-learning resource base and maintain its register.
- Provide software support for developing new-generation electronic literature.
- Form and regularly update the database of electronic textbooks.
Rights of the Center
The center has the right to:
- Request materials and information from the Institute’s structural units.
- Implement new security technologies and ensure protection of users’ personal data.
- Make proposals to management regarding the promotion of employees who demonstrate exceptional performance, dedication, and achievements.
- Recommend disciplinary measures for individuals who violate ICT usage and information security rules.
- Participate in developing internal documents related to the center.
- Approve and implement advanced training programs used in the educational process.
- Introduce new technologies and test innovations in education.
- Carry out any additional rights allowed under the law.
Obligations of the Center
The center must:
- Ensure timely execution of tasks assigned through Institute Council decisions and rector’s orders.
- Perform responsibilities efficiently and actively contribute to all institutional activities.
- Review appeals from individuals and legal entities within its competence.
- Organize personal meetings in accordance with regulations.
- Maintain labor discipline, follow internal regulations, and fulfill annual work plans.
- Comply with etiquette rules and internal procedures for student accommodation.
- Fulfill any additional obligations defined by the law.
