Commentary on the Decree of the President of the Republic of Uzbekistan “On pardoning a group of persons serving a sentence, who sincerely repented of their actions and firmly embarked on the path of correction”

President of the Republic of Uzbekistan, Shavkat Mirziyoyev, has signed a Decree “On pardoning a group of persons serving sentences who sincerely repented of their actions and firmly embarked on the path of correction.”
The Decree, issued on the occasion of the 32nd anniversary of the adoption of the Constitution of the Republic of Uzbekistan and in accordance with paragraph 23 of Article 109 of the Constitution, pardons 483 individuals serving sentences for crimes committed out of ignorance but who have demonstrated sincere repentance and a commitment to reform.
- 107 persons are fully released from punishment.
- 275 persons are released on parole.
- For 7 individuals, their sentences are replaced with milder punishments.
- The prison terms of 94 individuals are reduced.
Among the pardoned are 25 foreign citizens, 32 women, 5 men over the age of 60, 274 young people under 30 (including 104 minors), and 6 individuals previously involved in banned organizations.
This act reflects the humanitarian policy of Uzbekistan and embodies the noble qualities of generosity, compassion, and mercy inherent in the people of the nation.
As part of the Decree’s implementation, relevant ministries and agencies are tasked with helping pardoned individuals reintegrate into their families, adapt socially, engage in useful labor, adopt a healthy lifestyle, and take their rightful place in society.
EBRD President Suma Chakrabarti Awarded Dustlik Order

President of Uzbekistan, Shavkat Mirziyoyev, has issued a decree awarding Sir Suma Chakrabarti, President of the European Bank for Reconstruction and Development (EBRD), the prestigious Dustlik (Friendship) Order of the Republic of Uzbekistan.
This recognition is granted to honor his outstanding contribution to strengthening strategic partnership and expanding multifaceted cooperation between Uzbekistan and the EBRD. Sir Chakrabarti is acknowledged for his personal role in enhancing the effectiveness of the country’s socio-economic reform programs.
In addition, the British statesman has been commended for actively supporting priority investment projects aimed at modernizing Uzbekistan’s industry and infrastructure, as well as for fostering a favorable investment climate and business environment in the country.
Establishment of the Faculty of “Taekwondo and Sport Activities”
National University of Uzbekistan named after Mirzo Ulugbek

In recent years, Uzbekistan has undertaken large-scale initiatives to promote a healthy lifestyle, create modern sports facilities for youth, and encourage regular participation in physical training. These measures aim to instill courage, strength, and self-confidence in young people, foster patriotism, and ensure systematic development of talented athletes. The country is also advancing its infrastructure for physical culture and sports.
Uzbek athletes have consistently achieved remarkable success in the Olympic and Asian Games, World and Asian Championships, and other prestigious international competitions. Among these sports, Taekwondo WTF has seen rapid growth in Uzbekistan and has been included in the national multi-stage competitions such as Umid Nihollari, Barkamol Avlod, and the Universiade.
Since independence, Uzbek Taekwondo athletes have earned 44 gold, 64 silver, and 71 bronze medals at leading international tournaments, raising the profile of both the sport and the nation on the global stage.
To further develop Taekwondo WTF and improve the training of highly qualified sports specialists, the following decisions have been made:
1. Establishment of a New Faculty
The proposal of the Ministry of Higher and Secondary Specialized Education, the State Committee on Physical Culture and Sport, and the Uzbekistan Taekwondo WTF Association to establish the Faculty of “Taekwondo and Sport Activities” at the National University of Uzbekistan named after Mirzo Ulugbek is hereby approved.
2. Main Functions of the Faculty
The faculty shall:
- Train highly qualified specialists with theoretical and practical expertise in Taekwondo WTF, including its history, philosophy, and classification.
- Apply modern pedagogical and information-communication technologies in the training process.
- Engage experienced national and foreign trainers, incorporating best international practices.
- Prepare professional trainers, teachers, and athletes capable of competing in international arenas.
- Develop tailored programs considering individual student abilities and talents.
- Foster intellectual and professional growth in the field of sports.
- Identify and train gifted athletes for the national teams of Uzbekistan.
- Conduct advanced scientific research on innovative methods in sports education and training.
- Strengthen the faculty’s methodological, technical, and financial base, ensuring high-quality education and modern training standards.
3. Admission Quotas
Beginning from the 2018/2019 academic year, the Ministry of Economy, the Ministry of Higher and Secondary Specialized Education, and the Ministry of Finance will establish admission quotas in areas such as Taekwondo WTF and organization and management of sports events.
4. Government Resolution
The Cabinet of Ministers shall, within two months:
- Provide the faculty with experienced teachers and specialists.
- Prepare specialized educational literature and training programs.
- Strengthen and finance the faculty’s technical and material base.
5. Sports Infrastructure
The proposal of the Uzbekistan Taekwondo WTF Association on funding the reconstruction of sports facilities allocated to the faculty, and equipping them with modern sporting equipment, is approved.
6. Legislative Amendments
The Ministry of Higher and Secondary Specialized Education, together with relevant ministries and agencies, shall submit proposals to the Cabinet of Ministers on amendments to legislative acts arising from this resolution within one month.
7. Oversight
Control over implementation of this resolution is entrusted to:

- Minister of Higher and Secondary Specialized Education I.U. Majidov

New Hokim Appointed in Jizzakh Region

On 23 December 2016, President of Uzbekistan Shavkat Mirziyoyev signed a decree appointing Ulugbek Uzoqov as the new hokim (head of administration) of the Jizzakh region.
By a separate presidential decree, Sayfiddin Ismoilov was relieved of his duties as hokim of the region.

In Uzbekistan, large-scale initiatives are underway to promote a healthy lifestyle, expand opportunities for youth engagement in physical training and sports, nurture courage and patriotism, and systematically identify and train talented athletes. Our athletes have achieved outstanding results at Olympic Games, Asian Games, World, and regional championships.
Growth of Taekwondo in Uzbekistan
Taekwondo (WTF) has seen rapid development and growing popularity in the republic. It is now included in national multi-stage competitions such as Umid Nihollari, Barkamol Avlod, and Universiade. Since independence, Uzbek athletes have earned 44 gold, 64 silver, and 71 bronze medals in this discipline, further strengthening the nation’s global reputation in sports.
Resolution Objectives
To further develop Taekwondo WTF and enhance the training of qualified specialists, the following decisions were adopted:
Faculty Establishment
The proposal to establish the Faculty of Taekwondo and Sport Activities at the National University of Uzbekistan named after Mirzo Ulugbek is approved.
Main Functions of the Faculty
Train highly qualified specialists in Taekwondo WTF—covering theory, practice, history, philosophy, and modern training methodologies. Engage national and international trainers to share advanced expertise. Prepare professional coaches and educators, supported by modern training programs. Develop student skills in physical education, considering individual talents. Foster intellectual and professional growth in sports education. Identify and prepare talented athletes for national teams. Conduct scientific research and introduce innovative training methods. Strengthen educational, methodological, and technical infrastructure to achieve high-quality outcomes.
Educational Quotas
From the 2018/2019 academic year, admission quotas will be introduced for programs in Taekwondo WTF and sports management.
Government Support
Within two months, the Cabinet of Ministers will ensure the provision of faculty staff, development of literature, curricula, and budgeting of facilities.
Infrastructure Development
Funds will be allocated for the reconstruction and equipping of sports facilities transferred to the faculty.
Legislative Amendments
Relevant ministries shall propose legislative changes arising from this resolution within one month.
Implementation Oversight
The Prime Minister, State Advisor to the President, Minister of Higher and Secondary Specialized Education, and the Chairman of the State Committee on Physical Culture and Sport are responsible for execution of this resolution.
