DEPARTMENT OF “PREPARATION OF CLINICAL SKILLS ON SIMULATORS”

REGULATION (Rewritten in a simple, clear, unique tone)**

This Regulation is prepared on the basis of the Regulations of the Republic of Uzbekistan “On Education” (Bulletin of the Oliy Majlis No. 9, 1997, Article 225), “On the National Program for Personnel Training” (Bulletin No. 11-12, 1997, Article 295), “On Higher Education,” and the Order of the Ministry of Higher and Secondary Specialized Education No. 487 dated December 3, 2011. It was developed according to the “Model Regulation on the Departments of a Higher Educational Institution” and was reviewed and recommended for approval at the meeting of Department No. 1 on August 27, 2022.

This resolution also incorporates amendments to the Law of the Republic of Uzbekistan “On Education” (ORQ-637, 23.09.2020) and the Regulation “On Higher Education,” as well as the order “On additional input” (August 28, 2017, No. 6-2017, registered by the Ministry of Justice on October 13, 2017, register No. 1222-3).
It defines the procedure for organizing the Department of “Teaching Clinical Skills on Simulators.”

Historical Information About the Department

In 1990, the Republic of Uzbekistan announced the decision to establish a medical institute in Bukhara, the homeland of Abu Ali ibn Sina. A.I. Mominov was appointed as the first rector and successfully guided the institute to become one of the leading higher educational institutions in the country.

According to the Resolution of the President of Uzbekistan No. 3171 (June 20, 2017) “On measures for the further development of the provision of specialized medical care to the population of Uzbekistan in 2017–2021,” a new simulation training and clinical center was created at the Bukhara State Medical Institute. The center began operating in a new building on September 5, 2022.

On December 22, 2023, the 6th Council of the University approved the creation of a dedicated department for teaching clinical skills on simulators with 8 workplaces, employing specialists such as therapists, surgeons, pediatricians, ENT doctors, ophthalmologists, and gynecologists.
The department was officially established on December 28, 2023 (Order No. 1-A / 657) and began functioning in February 2024.

General Rules

The Department of Teaching Clinical Skills on Simulators operates under the International Faculty of the Bukhara State Medical Institute. It conducts classes in surgery, gynecology, pediatrics, ophthalmology, ENT, and related areas. It prepares educational, methodological, and research materials, trains future specialists, and carries out spiritual, educational, and organizational work.

The department includes the head of department, senior lecturers, and assistants. Professors work based on regulations approved by the Cabinet of Ministers (Resolution No. 65, February 10, 2006).
The department is equipped with classrooms, laboratory rooms, and rooms for spiritual and educational activities.

The scientific potential of the department is 18%.

The department reports to the dean of the International Faculty.
It was established as an independent department in 2024, with staffing approved by the Vice-Rector for Academic Affairs. PhD O. Soliev was appointed as the Head of the Department.
The personal plans of the head and teachers are approved by the Vice-Rector.

About the Simulation and Clinical Training Center

Following the Presidential Resolution No. 3171 (2017), a “Simulation Training and Clinical Center” was opened at BSMI on September 5, 2022.

The Center includes classrooms for:

  • Anesthesiology–Resuscitation

  • Surgery

  • Otorhinolaryngology

  • Obstetrics and Gynecology

  • Pediatrics and Neonatology

  • Therapy

  • Ophthalmology

  • Dentistry

All rooms are equipped with modern simulators and ICT tools.
It includes 7 classrooms, 1 lecture hall, 1 research room, 2 laboratory rooms, and 15 rooms equipped for practicing practical skills.

Capacity:
– 400 students can simultaneously study in practical and theoretical classes.
– 50 students can be assessed in theoretical knowledge at the same time.

Goals and Objectives of Subjects Taught at the Department

Goal:
To strengthen students’ competence in performing practical skills in therapy, gynecology, pediatrics, intensive care, surgery, ophthalmology, ENT, and other fields.

  • Perform enough repetitions to reach Level 4 competence

  • Conduct high-quality lectures and practical classes
