Biography of Davlatov Salim Sulaymonovich
Davlatov Salim Sulaymonovich graduated from the General Medicine Faculty of Bukhara State Medical Institute in 2006. From 2007 to 2010, he completed a master’s degree in Surgery at Samarkand State Medical Institute. Between 2010 and 2014, he served as an assistant at the Department of Surgical Diseases №1, while completing postgraduate studies in Surgery from 2011 to 2013.
From 2014 to 2019, he was a senior lecturer at the Department of Surgical Diseases №1. Between 2015 and 2020, he worked as a scientific secretary. In 2019–2020, he served as an associate professor at the Department of Surgical Diseases №1 at Samarkand State Medical Institute. On the recommendation of U.N. Tashkenbayev, head of the State Inspectorate for the Supervision of the Quality of Education, he was appointed in October 2020 as Head of the Department for Quality Control of Education at Bukhara State Medical Institute. Simultaneously, he worked as an associate professor in the Department of Faculty and Hospital Surgery, Urology.
In 2019, he defended his dissertation and earned a PhD in Medical Sciences under the supervision of Professor A.M. Shamsiyev. In the same year, he was awarded the academic rank of associate professor in surgery.
Dr. Davlatov has authored 420 scientific and educational works, including 5 textbooks, 14 manuals, 15 monographs, and more than 50 methodological guides approved by the Ministry of Higher and Secondary Special Education and the Ministry of Health of Uzbekistan.
In recognition of his contributions to professional training and youth initiatives, he received the honorary diploma “Best Teacher of a Higher Educational Institution” in 2018 in the category of “Best Teacher in the Use of Innovative and Information Technologies in Medicine.”
He is a member of the Society of Endoscopic and Laparoscopic Surgeons of Asia (ELSA) and serves on the editorial boards of journals including Problems of Biology and Medicine, Journal of Hepato-Gastroenterological Research, and Journal of Neurology and Neurosurgical Research, which are approved by the Higher Attestation Commission of Uzbekistan.
He is married and has three children. He has guided five students who won prestigious state scholarships, including the Ibn Sina, Islam Karimov, and Presidential scholarships.
Professional Development and Achievements
- Participated in programs including the Distance Learning Center “Istedod” (2011), elective surgery methods at Samarkand State Medical Institute (2014), and an internship at the University of Porto (2015).
- Attended international conferences and forums, including the VII All-Russian Scientific Conference on Emergency Pediatric Surgery (2019) and the V Educational Forum of Pediatric Surgeons of Russia (2019).
In 2017, the State Inspectorate for Quality Control of Education under the Cabinet of Ministers was established to monitor education quality in accordance with Uzbekistan’s laws and presidential decrees. Based on this, the Department for Monitoring the Quality of Education at Bukhara State Medical Institute was created with a team of four specialists.
The department monitors student knowledge and compliance with state standards, analyzes the quality of training, identifies influencing factors, and reports results to the rector and the State Inspectorate. Its main goal is to improve the learning process through organized and targeted activities.
The department provides analysis and expertise to ensure compliance with state standards, studies the adequacy of educational materials, monitors student knowledge, organizes internal certification, evaluates teaching staff qualifications, and ensures proper use of financial and technical resources in the educational process.
Thanks to these efforts, the quality of education at Bukhara State Medical Institute has steadily improved. From 2019 to 2020, the percentage of high-quality education increased from 51.07% to 53.13%. The institute has risen in national rankings, moving from 41st place in 2018 to 4th place in 2023, and currently ranks 1st in the field of medicine in 2023.
Internationally, the institute has also achieved recognition:
- REPORTER status in the Times Higher Education (THE) 2024 ranking
- Ranked 911th in the Green Metric World University Rankings
- Ranked 974th in the Round University Rankings
Bukhara State Medical Institute has strengthened international partnerships with universities in Russia, Germany, India, Turkey, and welcomed international students from India, Turkmenistan, Kazakhstan, Azerbaijan, and Russia. The number of international students has nearly doubled, demonstrating the institute’s growing reputation and prestige.
