General Provisions
Bukhara State Medical Institute named after Abu Ali ibn Sino is a state higher educational institution engaged in implementing basic and supplementary higher education programs. It was founded by the USSR Council of Ministers Resolution No. 850 dated August 24, 1990, and renamed according to the decision of the Council of People’s Deputies of Bukhara Region on August 19, 1991 (No. 21/3). The institute operates under the Ministry of Health of the Republic of Uzbekistan.
Functions and Activities
The institute conducts educational, teaching-pedagogical, scientific-methodological, and other activities in accordance with the legislation of Uzbekistan.
Legal Framework
The institute is governed by the Constitution of Uzbekistan, the Law “On Education,” national personnel training programs, decrees of the President, Cabinet of Ministers, and relevant ministries, as well as this Charter.
Legal Entity and Property
The institute is a legal entity with operative management rights over its property, responsible for its obligations, and empowered to acquire and exercise property and non-property rights.

The institute has an independent balance, bank accounts, official seal, and emblem of the Republic of Uzbekistan.

II. Main Objectives
The primary objectives of Bukhara State Medical Institute include:
- Providing intellectual, cultural, and spiritual development through higher and postgraduate education.

- Training and retraining highly qualified specialists and scientific personnel.

III. Educational and Scientific Work: Subjects, Rights, and Obligations
Students
Admission is based on applications, test scores, and rating systems according to national rules.Students receive certificates and rating books upon enrollment.
Student Rights
Students have the right to:
- Obtain knowledge aligned with modern science and technology.
- Access literature, periodicals, and electronic resources.
- Receive free academic guidance.
- Use auditoriums and participate in institutional events.
- Submit suggestions and participate in scientific research and public associations.
Scholarships and Stipends
Students on state grants and contract-based training receive stipends as regulated by the Cabinet of Ministers. Presidential and named scholarships are available.
Academic Leave, Military Service, and Accommodation
Academic leave is granted for military service, health, pregnancy, and maternity. Students may postpone military service during studies. Accommodation is provided according to sanitary norms; dormitories are reserved for students in need.
Transfers, Academic Performance, and Disciplinary Actions
Transfer and dismissal procedures follow national regulations. Students must comply with academic requirements and internal rules. Disciplinary measures apply for violations, with rights to appeal.
Listeners and Researchers
Listeners have student-equivalent status for retraining and advanced education. Senior researchers and independent researchers conduct scientific work and prepare dissertations. Post-diploma education prepares scientific-pedagogical cadres.
Academic and Support Staff
Professors, teachers, engineers, and support staff operate under competitive recruitment and legal regulations. Staff rights include participation in governance, research, and professional development. Responsibilities include adherence to laws, quality education, scientific work, and ethical conduct. Foreign trips and professional training are regulated by ministry instructions.
IV. Educational, Scientific, and Methodical Work
Educational Programs
Programs include Bachelor’s, Master’s, and clinical internships in various medical specialties. Bachelor’s degree requires 6 years; Master’s degree requires at least 2 years. Clinical internships cover a wide range of medical fields as per Ministry of Health standards.
Educational Process and Assessment
The institute organizes curricula, schedules, and educational processes approved by the rector. Training includes lectures, seminars, practical and clinical work, independent study, and final certification. Education is conducted in Uzbek and Russian. Student progression is based on a rating system and final state certification.
Scientific-Methodical Work
The institute advances education quality through pedagogical innovations, information technologies, and distance learning systems.
V. Institutional Structure
Faculties cover a broad spectrum of medical and social sciences. Administrative departments include quality control, personnel, finance, information technology, and international relations. An academic lyceum and affiliated medical colleges support preparatory and professional education.
VI. Management
Governance
Managed by a Supervisory Board and Board of Trustees. The rector, appointed by presidential decree, is responsible for all institutional activities. The rector has authority over appointments, internal regulations, financial management, and institutional representation.
Councils and Public Organizations
- The Academic Council oversees major institutional issues.
- The Board of Trustees includes representatives from government, business, and public organizations.
- Trade unions and public organizations protect staff and student interests.
- Faculties and departments are managed by appointed deans and chairs under established regulations.
VII. Financial and Material Base
Property and Funding
The institute manages state-allocated property and land. It may receive gifts, lease property, and engage in paid educational services. Financial support comes from state grants, contractual payments, and off-budget funds.Salaries and incentives are regulated by national provisions. Facilities include classrooms, catering, and maintenance services.
VIII. International Cooperation
The institute collaborates with foreign educational institutions and international organizations. Activities include student and staff exchanges, joint research, and participation in international programs. It has the right to engage in foreign economic activities consistent with national laws.
IX. Final Provisions
The institute complies with national legislation regarding educational quality, safety, and rights protection. Reorganization or liquidation follows procedures established by the Cabinet of Ministers. The Charter is approved by relevant ministries and registered according to law.
