Press Secretary

Chapter 1. General Rules

The Press Secretary is an independent structural unit of the Bukhara State Medical Institute named after Abu Ali Ibn Sina. The Press Secretary works directly under the rector of the Institute.
In carrying out duties, the Press Secretary follows the Constitution of the Republic of Uzbekistan, the Law “On Openness of State Authorities,” and other laws, decrees, resolutions and orders of the President, decisions of the Cabinet of Ministers, as well as this Regulation.

Chapter 2. Main Duties and Functions of the Press Secretary

Main Duties

  • Participates in forming and implementing the information policy defined by the Ministry of Higher and Secondary Special Education and the management of the Institute, according to modern requirements.
  • Ensures effective cooperation with the information services of the Ministry, as well as other state and economic bodies, to carry out a unified state information policy.
  • Provides objective, high-quality and prompt information to the public about the Institute’s activities and sectoral regulatory documents.
  • Works with mass media, builds a circle of journalists for regular cooperation, prepares press materials, and organizes public events.
  • Ensures quick publishing and timely updates of information on the Institute’s official website, including development of online, social media, and mobile resources.
  • Monitors the information environment, analyzes it, and prepares proposals on response actions together with specialists; organizes the dissemination of materials in media, including online.
  • Works with other departments to prepare reports, reference materials, reviews, and analytical information for national and international media.
  • Analyzes public opinion and the position of local and foreign media regarding the Institute’s activities and informs the rector about these findings.
  • Forms and maintains a database of text, photo, audio, and video materials related to the Institute.

Functions

To carry out assigned responsibilities, the Press Secretary:

  • Collects necessary information from other departments and processes it carefully.
  • Ensures the creation and regular updating of the Institute’s website.
  • Takes part in producing TV programs, commercials, and video materials, and ensures their proper archiving.
  • Prepares photo, audio, and video content about the Institute’s activities and collaborates with state and private media during preparation.
  • Maintains a data bank of all photo, audio, and video materials.
  • Publishes information in media, including online, and ensures timely updates on official platforms and accessible locations.
  • Considers and responds to requests from national news agencies and media regarding the Institute’s activities.
  • Provides information orally or in written/electronic form upon request from journalists.
  • Organizes and conducts public events, including meetings, press conferences, briefings, seminars, and round tables involving Institute leadership.

Chapter 3. Rights and Responsibilities of the Press Secretary

Rights

To fulfill assigned duties, the Press Secretary has the right to:

  • Request necessary information from departments and related organizations of the Institute.
  • Participate in meetings and other events of the Institute.
  • Involve employees of other departments or expert specialists—including on a contract basis—with the approval of the Institute’s management.
  • Cooperate with information services of other educational institutions.
  • Represent the Institute, on behalf of the management, in events of national importance related to media and communication.
  • Publish printed materials within the scope of responsibilities.
  • Submit proposals for improving the Institute’s information policy and draft regulatory documents to management.

Responsibilities

The Press Secretary is responsible for:

  • High-quality and timely completion of assigned tasks.
  • Providing objective, accurate, and prompt media coverage of the Institute’s activities in national media.

Chapter 4. Organization of the Press Secretary’s Activities

  • The Press Secretary is appointed and dismissed by the Rector of the Bukhara State Medical Institute named after Abu Ali Ibn Sina.
  • The Press Secretary’s work is carried out based on a work plan approved by the rector.
  • The Press Secretary reports directly to the rector of the Institute.
