General Information

Sharipov Oybek Safarovich, Vice-Rector for Financial and Economic Affairs, was born on July 27, 1976, in the Vobkent district of the Bukhara region. He is a member of the People’s Democratic Party of Uzbekistan and holds higher education. In 2008, he graduated in absentia from the Bukhara Institute of Food and Light Industry Technology. His educational specialization includes economic activity management, and his vocational training focuses on computer science and information technology.

Main Responsibilities of the Vice-Rector for Financial and Economic Affairs

  • Ensures timely execution of laws of the Republic of Uzbekistan, decrees of the President, decisions and orders of the Cabinet of Ministers.
  • Organizes the implementation of orders from the Ministry of Higher and Secondary Specialized Education and the Ministry of Health, as well as internal instructions related to financial and economic processes.
  • Coordinates and supervises the financial-related work of educational departments and dean’s offices.
  • Develops staffing proposals for financial and economic units and ensures departments and structural divisions are provided with qualified employees.
  • Manages recruitment plans for positions related to financial and economic activities, including staff development and training.
  • Makes recommendations on the effective use of classrooms and improving technical equipment for classrooms and laboratories.
  • Prepares proposals for disciplinary actions against employees who violate work performance rules or for terminating their employment contracts when necessary.
  • Ensures continuous financial and economic cooperation with higher educational institutions and works closely with local authorities.
  • Supervises the planning and finance department, accounting, economics, and other units assigned by the rector. He also oversees repair work, landscaping, and maintenance of institute buildings.
  • Works to increase extrabudgetary funding through additional paid services such as publishing, personal services, paid training courses, rental services, sponsorship, and dividends.
  • Develops proposals to provide material incentives for the teaching staff and employees.
  • Oversees the formation of extra-budgetary funds, accounting for income and expenditure from state budgets, paid-contract student tuition, and entrepreneurship-related funds.
  • Monitors compliance with budget execution, financial and economic activities, and foreign exchange accounting.
  • Manages documentation and preparation of educational buildings, laboratory facilities, student dormitories, and other structures for the autumn–winter season and the new academic year.
  • Organizes activities related to attracting investments, reviewing design estimates for reconstruction and major repairs, preparing contracts, and ensuring the quality of completed work.
  • Develops measures for the rational use of budgetary and extrabudgetary funds and ensures their implementation.
  • Helps develop measures to improve remuneration systems, accounting, and reporting for BDTI staff.
  • Ensures timely payment of monthly salaries and student scholarships.
  • Prepares action plans for student and staff safety during emergencies and supervises their implementation.
  • Oversees the functioning of student canteens, dining facilities, sports and recreation centers, and medical centers, ensuring they meet student needs.
  • Strengthens oversight of ongoing construction work at the newly built campus on Gijduvon Street, including the development of a new clinic to support official duties.
